The main objective of the European Innovation Scoreboard (EIS) is to carry out a comparative analysis of innovation performance of the member states of the EU-27 and to know the strengths and weaknesses of research and innovation systems. It is built on four main blocks, with twelve dimensions, for a total of 32 indicators, from which a composite index is calculated which reflects the weight of the different dimensions. Depending on the rating scored in the composite index, the countries are grouped into four categories: innovation leader countries, countries with high innovation, countries with moderate innovation and countries with modest innovation. The performance of the Basque Country is compared to the EU-27 as a whole.
