The indicator is a measure for the efficiency of the research system, as highly cited puyblications are assumed to be of higher quality. There could be a bias towards small or English speaking countries given the coverage of Scopus’ publication data.

The indicator is obtained as a quotient.

Numerator:

Number of scientific publications amog the top-10% most cited publications worldwide.

Denominator:

Number of scientific publications.
