With this publication the EUSTAT brings together different papers presented in the International Congress on Official Statistics held in Bilbao on the 7th, 8th, 9th and 10th of September 1989. This International Congress was a Satellite Congress for the 47th Session of the ISI (International Statistics Institute) which was held in Paris in 1989, sponsored by one of its Sections, the IAOS (International Association of Official Statistics).

A national accounting system for a regional economy: the experience of the Basque Country

This notebook strives to present the national accounting system adapted to a regional economy within a state framework as in the case of the A.C. of Euskadi. This system enables the measurement of the regional economy by combining two points of view: one which enables an in depth study of the economic structure and the other that makes it possible to follow up the development of the economy with the lowest possible time lag.

Integrated calculation of index numbers for the case of the A.C. of Euskadi based on provinces

The aim of this document is to propose a calculation formula for operations related to aggregate index numbers that integrate territorial and sectoral views in such a way that the aggregate results for each of the two views coincide and do not lead to incoherencies that are typical of other forms of calculation.

Analysis of extreme values for validation controls of the Survey on the Construction Sector

The aim of this study is to determine the extreme values of the economic ratios that are used as validation controls in the Survey on the Construction Sector (ECC), as the existing current values are outdated and are no good for the function assigned to them as an error detection filter, fundamentally to guarantee the economic coherency of the questionnaire.

Domestic Trade Index. Calculation of the Domestic Trade Index

The Domestic Trade Index was put together with the objective of achieving a direct indicator of the changes of a commercial nature in the Trade sector, both wholesale and retail, in the A.C. of Euskadi, To this end, two types of indices are calculated: a sales index, and an index of employed persons. The index is quarterly and in both cases the results are to be presented according to the sectorial Trade classifications used by EUSTAT in its Trade Accounts which comply with the 1993 National Classification of Economic Activities.

Method to deflate economic variables: Economic Accounts and Input-output tables

This article aims to analyse the two deflation methods used by the EUSTAT; the first is used in the deflation of Input-output tables every five years and the second is used in the preparation of the annual Economic accounts in constant terms. Firstly, the two methods are described in detail, focusing on the differences between them, followed by an assessment and concluding with a succinct conclusion.

Applications of symbolic objects in official statistics

The aim of this study is an initiation into the Analysis of Data in Official Statistics. To do so this new analysis has been applied to the study of several surveys by the Eustat to know the advantages with regard to a classic data analysis.

A Symbolic Object is a way of representing complex data that arise when analysing large data files. The use of Symbolic Data proposed by E. Diday has reached its maximum development within the framework of the European SODAS project carried out by the Eurostat.
