3.1. Data description

La Encuesta de condiciones de vida, en adelante ECV, proporciona información detallada y puntual sobre las condiciones de vida familiar, individual y del entorno en las que vive la población de la C.A. de Euskadi, con el fin de identificarlas, interpretarlas y modificarlas si fuera necesario. Sus objetivos son, conocer las condiciones objetivas en las que vive la población de la C. A. de Euskadi, contemplando algunas de las dimensiones de la encuesta EU-SILC de la Unión Europea

La ECV es una encuesta quinquenal que se realiza por muestreo.

Las principales variables investigadas por la ECV son:

El universo poblacional de la encuesta está formado por la población en familias residente en viviendas principales ocupadas, por tanto, se excluye la población residente en alojamientos o en cualquier otro tipo de establecimientos colectivos.

3.7. Reference area

El ámbito territorial al que hace referencia esta encuesta es el de la C.A. de Euskadi y sus tres territorios históricos.

3.8. Time coverage

La ECV se realizó por primera vez en el año 1989 y desde entonces se ha realizado en 6 momentos posteriores: 1994, 1999, 2004, 2009, 2014 y 2019.

3.9. Base period

Aunque hay datos anteriores, debido a cambios metodológicos en algunas variables objeto de estudio, el periodo base es 2004.

4.1. Unit of measure

El número de familias y personas se mide en números absolutos y porcentajes. El importe sobre los ingresos se expresa en euros y el tiempo destinado a tareas o situaciones concretas se mide en horas, minutos y días.

5.1. Reference period

Los datos se refieren al año natural, la recogida de información se realiza en el segundo trimestre del año de referencia. Excepcionalmente, algunas variables objeto de estudio se refieren a otros periodos de tiempo diferentes.

6.1. Legal acts and other agreements

La LEY 4/1986, de 23 de abril, de Estadística de la Comunidad Autónoma de Euskadi tiene por objeto la regulación de las estadísticas de la Comunidad Autónoma de Euskadi para sus propios fines y competencias, las estadísticas de los Territorios Históricos y otros Entes Públicos comprendidos en el ámbito territorial de la Comunidad Autónoma y también regula la organización de dicha actividad estadística. Esta ley es cumplimentada por el Plan Vasco de Estadística que es el instrumento ordenador de la actividad estadística de la Comunidad Autónoma y contiene las estadísticas y otras actividades de esta naturaleza a realizar durante el período de su vigencia. El Plan Vasco de Estadística es objeto de aprobación mediante Ley. El plan que está vigente en la actualidad es el Plan Vasco de Estadística aprobado por la LEY 10/2023, de 9 de noviembre, para el periodo 2023-2026.

6.2. Data sharing

Los intercambios de datos entre Eustat y los restantes servicios estadísticos de la C.A. de Euskadi (departamentos del Gobierno Vasco y sus Entes Institucionales), así como entre éstos y el Estado, por razón de actividades desarrolladas por Eustat, se regulan en la LEY 4/1986, de 23 de abril, de Estadística de la Comunidad Autónoma de Euskadi. La LEY 4/1986 establece también la celebración de convenios de cooperación entre la C.A. de Euskadi y el Estado a efectos del mutuo aprovechamiento de estadísticas que sirvan para fines propios y estatales.

7.1. Confidentiality - policy

Eustat adopta las medidas necesarias para evitar cualquier identificación de individuos o entidades directamente o indirectamente gracias a la estricta aplicación de la LEY 4/1986, de 23 de abril, de Estadística de la Comunidad Autónoma de Euskadi, en cumplimiento del secreto estadístico y de la Ley Orgánica 3/2018, de 5 de diciembre, de Protección de Datos Personales y garantía de los derechos digitales. Todo el personal que lleva a cabo la recogida de la información, así como cualquier otra función dentro de Eustat, debe firmar una cláusula de confidencialidad (Artículo 15 de la LEY 4/1986). Esta cláusula de confidencialidad es asumida tanto por el personal contratado directamente por Eustat como por el personal subcontratado para la recogida de datos. Cuando la operación incluye un cuestionario se indica que la información recogida queda amparada por el secreto estadístico, regulado por la LEY 4/1986.

7.2. Confidentiality - data treatment

La normativa y directrices de protección de los datos y preservación de la confidencialidad en el proceso estadístico, se centra principalmente en los protocolos de seguridad establecidos para el acceso, tratamiento y almacenaje de ficheros que contienen datos protegidos, ya sean datos personales o datos estadísticos. Dicha normativa se encuentra pormenorizada en el Documento de Seguridad desarrollado por Eustat.

En las tablas de resultados se evita publicar las variables sensibles cuya frecuencia sea pequeña, así como, celdas donde las contribuciones predominantes de algunas unidades estadísticas permitan su identificación indirecta. En los casos en que se difundan ficheros de microdatos, éstos no incluirán en ningún caso identificadores directos de registro ni datos personales, y se aplicarán criterios que eviten la identificación indirecta y la revelación de información confidencial o sensible sobre las personas.

La encuesta está sujeta al secreto estadístico. Esta salvaguarda garantiza a los individuos encuestados un tratamiento absolutamente anónimo y agregado de las respuestas aportadas, que nunca podrán ser utilizadas de forma nominal, ni con otros fines de los de la propia operación estadística.

8.1. Release calendar

El avance de calendario se publica en el último trimestre de cada año y muestra las fechas exactas de la publicación de las estadísticas coyunturales y el mes de publicación de las estadísticas estructurales; posteriormente, los últimos días de cada mes se anuncia el día exacto de publicación de las estadísticas estructurales programadas para el mes siguiente.

De acuerdo con el Código de Buenas Prácticas de las Estadísticas Europeas, todas las personas usuarias tienen acceso a la misma información estadística al mismo tiempo y el acceso previo privilegiado a cualquier persona usuaria externa debe ser limitado, controlado y hecho público. En este sentido, las notas de prensa elaboradas por Eustat están disponibles en la web de Eustat el día fijado para su difusión, y son enviadas a la vez a todos los medios de comunicación de la C.A. de Euskadi. Asimismo, unas horas antes de su difusión oficial, algunas notas de prensa de Eustat son enviadas bajo embargo a aquellos Departamentos del Gobierno Vasco que, por su relación con la operación objeto de difusión, están interesados en disponer de tiempo suficiente para que sus responsables puedan preparar respuestas a posibles preguntas de los medios de comunicación.

10.1. News release

Eustat elabora notas de prensa en las que se difunden los principales resultados de las operaciones estadísticas. Las notas de prensa se pueden encontrar en la Web de Eustat en el menú correspondiente a cada operación estadística. Eustat también ofrece un servicio de prensa denominado Newsletters que consiste en un boletín de noticias que se distribuye por correo electrónico y que pretende reunir la información estadística más relevante sobre diferentes áreas y sectores de la C.A. de Euskadi.

11.1. Quality assurance

El marco de garantía de calidad para las estadísticas de Eustat se basa en los indicadores estándar de calidad propuestos por EUROSTAT en su Código de Buenas Prácticas de las Estadísticas Europeas. Este código consta de 16 principios, agrupados en tres áreas: Entorno Institucional, Procesos y Productos. Cada principio tiene asociado una serie de indicadores que permiten su medida. En este contexto, Eustat elabora indicadores propios para evaluar la calidad de cada operación estadística y utiliza diferentes herramientas de EUROSTAT para medir la calidad. Entre estas herramientas se encuentran el cuestionario DESAP (Development of a Self Assessment Programme) (ver apartado 11.2) y la Encuesta de satisfacción de usuarias y usuarios (ver apartado 12.2).

11.2. Quality assessment

Eustat tiene establecido un protocolo de evaluación en el que se emplea el cuestionario DESAP (Development of a Self Assessment Programme). Esta herramienta permite analizar cada operación estadística por los/las responsables o el equipo que participa en la misma, para detectar mejoras que puedan ser implementadas en las próximas operaciones. La evaluación se realiza anualmente, siempre que la operación tenga esa periodicidad o una inferior; en el caso de que la operación se realice con una periodicidad mayor al año la evaluación se realiza a su finalización. Por otro lado, Eustat aplica los criterios de calidad estándar propuestos por EUROSTAT. A estos factores se añaden indicadores propios elaborados por Eustat, que junto con los indicadores de EUROSTAT sirven de guía para alcanzar las metas de calidad en las diferentes fases de la operación estadística.

En la ECV se recogen los siguientes factores de calidad propuestos por EUROSTAT: pertinencia, precisión y fiabilidad, oportunidad y puntualidad, coste, accesibilidad y claridad y comparabilidad.

En el año 2020, el índice de Visitas web, que indica el número de visitas web por operación, ha sido de 5. Ambos sobre el valor de referencia 1-5, donde 1 es el mínimo y 5 es el máximo.

12.2. User satisfaction

Existe una Encuesta de satisfacción de usuarias y usuarios que se realiza bienalmente en la que se recogen los puntos de vista y opiniones de los mismos. La encuesta mide la satisfacción mediante un índice que indica el grado de satisfacción de las personas usuarias por grupo de operaciones, medido en la escala de 1 a 5. También valora la importancia otorgada por las personas usuarias por grupos de operaciones, medido en la escala de 1 a 5.

En el año 2019 el índice de satisfacción ha sido de 4,03 y el nivel de importancia otorgado ha sido de 4,31. Ambos sobre el valor de referencia 1-5, donde 1 es el mínimo y 5 es el máximo.

12.3. Completeness

La estructura de información difundida cumple con los niveles de las desagregaciones conceptuales, territoriales y temporales previstos en los Programas anuales de la actuación estadística. En este sentido, la máxima desagregación territorial de los resultados de las tablas de la ECV es una agrupación de comarcas propia de la encuesta (zona).

13.1. Overall accuracy

La ECV establece como objetivo minimizar el error muestral no sobrepasando el 10% del Coeficiente de Variación en:
-Familias que consideran que no hay ningún servicio en el entorno inmediato.
-Familias que consideran su medio ambiente físico muy deteriorado.
-Población de 6 y más años que sale a comer/cenar en fin de semana alguna vez al mes.

13.2. Sampling error

Para el periodo de referencia 2019:

- El coeficiente de variación para el % de familias que consideran que no hay ningún servicio en el entorno inmediato ha sido de 5,90%.
- El coeficiente de variación para el % de familias que consideran su medio ambiente físico muy deteriorado ha sido de 3,10%.
- El coeficiente de variación para el % de la población de 6 y mas años que sale a comer/cenar en fin semana alguna vez al mes ha sido de 2,20%.

13.3. Non-sampling error

El indicador asociado a la tasa de respuesta (Anual) en 2019 ha sido del 71,69%.

14.1. Timeliness

El tiempo transcurrido entre el fin del periodo de referencia y la fecha de publicación de resultados en 2020, ha sido de 6 meses.

14.2. Punctuality

El indicador de cumplimiento de calendario en 2020 ha sido del 100%.

15.1. Comparability - geographical

La ECV es comparable para algunos aspectos no principales de la encuesta con el resto de países de la Unión Europea en la medida que se siguen las recomendaciones de EUROSTAT.

15.2. Comparability - over time

El indicador de periodos comparables, que mide el número de periodos de la serie de datos de la operación que aparezcan libres de “saltos”, ha sido en 2020 de 4 años.

15.3. Coherence - cross domain

Aunque en algunos aspectos los resultados son comparables, las diferencias en la definición y metodología utilizadas para la generación de algunas variables principales (p.ej: variables relacionadas con los ingresos y la situación económica) limita la comparación con otras operaciones estadísticas del mismo ámbito de estudio.

15.4. Coherence - internal

La coherencia entre las variables de la ECV se garantiza mediante las validaciones que estan implementadas en el gestor de las encuestas. Además, se realiza una valoración global de todos los datos recibidos y una posterior comparación interanual.

16.1. Cost and burden

El presupuesto total de esta operación según el programa estadístico anual de 2024 es de 552000 €.

17.2. Data revision - policy

En los casos en los que se producen errores y se detectan con posterioridad a su difusión, los datos son rectificados. Se publican de nuevo los productos estadísticos (notas de prensa, tablas estadisticas, banco de datos, etc.) que corresponda a cada caso. Con respecto a las notas de prensa, se añade un recuadro en el que se comunica que la nota ha sido revisada y se explican las causas del error.

Los datos publicados son definitivos y no están sujetos a revisiones.

18.1 Source data

Los datos se obtienen a partir de un cuestionario específico.

El diseño muestral se realiza mediante un muestreo bietápico, en la primera etapa se seleccionan las viviendas familiares principales y dentro de cada vivienda se selecciona a un individuo de forma aleatoria como unidades de segunda etapa. La distribución de la muestra es estratificada por zonas geográficas, Eustat fija un número mínimo de encuestas completas a cumplimentar en cada una de las zonas geográficas establecidas en la muestra.

La muestra está equilibrada por sexo, edad, nacionalidad y tamaño familiar en los Territorios Históricos y por el número de personas en las zonas.

La ECV está basada en una muestra de 7.500 viviendas representativas con el objetivo de conseguir como mínimo 5.000 encuestas completas (muestra teórica).

El sistema de recogida tradicional de información de la ECV ha sido la entrevista personal en las familias, visitando la vivienda. Desde 2004 el sistema de recogida de información es un método mixto, que abarca la vía telefónica, la presencial e Internet siendo la persona encuestada la que señala la vía de respuesta que más le conviene.

18.4. Data validation

Se realiza la depuración de datos en dos momentos distintos de la ejecución de la operación. La primera validación se realiza en la fase de recogida de datos donde se comprueba que los cuestionarios están completamente y correctamente cumplimentados para pasar a la fase de grabación, que a su vez, incluye filtros que detectan errores. Por último, se realiza otra comprobación de datos previa a la generación de las tablas estadísticas.

18.5. Data compilation

La única variable que ha sido necesaria imputar desde 1989 ha sido la cantidad de ingresos mensuales netos, al ser una variable susceptible a la no respuesta.

Mediante programación SAS se tabulan los datos y se realizan las explotaciones necesarias para la difusión de los mismos y dado que la operación es muestral, se calculan y se difunden los errores muestrales.
