CONSTRUCTION COSTS INDEX. NOVEMBER 2025
Construction costs in the Basque Country rose by 0.5% in November 2025
Compared to November 2024, construction costs were up 4.1%
In November 2025, the Construction Costs Index in the Basque Country registered an increase of 0.5% compared to the previous month, according to Eustat data. In relation to the same month of 2024, costs were up 4.1%.
By sector, in month-on-month terms, costs showed an increase of 0.5% in Building and 0.4% in Civil Engineering. Compared to November 2024, costs increased by 4.1% in Building and 4.0% in the Civil Engineering.
With regard to raw materials, costs rose by 0.7% in relation to the previous month, while labour costs remained constant. In year-on-year terms, the cost of raw materials increased by 5.0% and labour costs were up 1.7%.
In November 2025, costs of raw materials rose by 0.7% compared to October 2025 in Building, and by 0.6% in Civil Engineering. Meanwhile, in the year-on-year evolution, costs of raw materials increased by 5.0% in Building and by 4.7% in Civil Engineering.

In November 2025, there was a widespread rise in the cost of raw materials consumed by the construction sector. The greatest increases compared to the same month of the previous year were seen in Manufacture of electrical material and equipment, with a rise of 9.9%, followed by Extraction Industries with 4.1% and Manufacture of metal products, except machinery and equipment with a year-on-year increase of 3.7%.
