Construction costs in the Basque Country. December 2025




Highlights




Monthly evolution: construction costs in the Basque Country fell by 1.0% compared with November.

Year-on-year evolution: the year-on-year variation rate stood at 3.2%.

Evolution by type of construction work: costs for Building fell month-on-month by 1.0%, and for Civil Engineering by 0.9%.




Statistical analysis






The Construction Costs Index in the Basque Country registered a drop of 1.0% in December 2025 compared with the previous month, according to data produced by Eustat. In year-on-year terms, costs rose by 3.2%


By sector, the monthly evolution indicates a fall in costs for both Building, dropping by 1.0%, and Civil Engineering, with a decline of 0.9%. Compared with December 2024, meanwhile, costs had risen by 3.2% in the Building sector, and by 3.3% in Civil Engineering.



As for raw materials, costs fell by 1.4% compared with the previous month, but nonetheless rose in year-on-year terms by 3.8%. By type, raw materials costs fell in December by 2025 by 1.4% compared with November 2025 in Building, and by 1.2% in Civil Engineering. The year-on-year change, meanwhile, represents an increase in raw material costs of 3.8% for both Building and Civil Engineering.


Labour costs remained constant in month-on-month terms. Compared with December 2024, they rose by 1.7%.

In December 2025, the greatest increases compared with the previous month were seen in the Manufacture of Material and Electrical Equipment branch, rising by 9.4%. Conversely, Coke Plants and Oil Refining saw a drop of 8.9% in the price of their raw material consumed.
