CONSTRUCTION COSTS INDEX. OCTOBER 2025
Construction Costs in the Basque Country fell by 0.1% in October 2025
Compared to October 2024, construction costs were up 3.6%
In October 2025, the Construction Costs Index in the Basque Country registered a decrease of 0.1% in respect of the previous month, according to Eustat data. In relation to the same month of 2024, costs were up 3.6%.
By sector, in month-on-month terms, costs in the Civil Engineering sector fell by 0.1%, and those in the Building sector remained constant. Compared to October 2024, costs increased by 3.5% in the Building sector and 3.6% in Civil Engineering.
With regard to raw materials, costs dropped by 0.1% in relation to the previous month, while labour costs remained constant. In year-on-year terms, the cost of raw materials increased by 4.2% and labour costs were up 1.7%.
In October 2025, costs of raw materials fell by 0.1% compared to September 2025 in both the Building and Civil Engineering sectors. Meanwhile, in the year-on-year evolution, costs of raw materials increased by 4.2% in the Building sector and by 4.3% in Civil Engineering.

In October 2025, there was a widespread rise in the cost of raw materials consumed by the construction sector. The greatest increases compared to the same month of the previous year were seen in Manufacture of electrical material and equipment, with a rise of 7.6%, followed by Extraction industries and Manufacture of other non-metallic minerals, with a year-on-year increase of 4.3% and 3.8%, respectively. Coke plants and oil refining, on the other hand, saw a decrease of 2.9%.
