Employment in the Basque Administrations on 1 January 2023 reached 146,968 people, up 0.2%
Compared to 2017, the average annual staff increased by more than 13,000 people
The Basque Public Administrations (without taking into account personnel working in the State Administration and the Social Security System) had 146,968 employees on 1 January 2023, according to Eustat data. Therefore, the number of staff employed in the Basque Administrations increased by 0.2% compared to the previous year.
It was observed how the structure by sex remained stable; specifically, in the last year there were 93,804 women employed in the Basque Administration, which represented 63.8%, down 2 tenths compared to 2022. In turn, the number of men, 53,164, accounted for 36.2%, with a slight increase of 0.7%. From 2018 to 2023, the proportion of women in the Administration has grown by 11.1%.

Analysing this characteristic with regard to the different administrations, it can be seen that the Basque Government and its dependent bodies accounted for 71.5% of the total number of women employed. The feminisation rate in each of the administrations exceeded 50%; the Basque Government stood out once again with a rate of 69.8%, followed by the Provincial Councils, where it reached 59.8%. Ten points behind were Local Entities, where the ratio of men and women was almost the same: 50.8% men to 49.2% women.
Structure in Basque Public Administrations according to the regulatory framework
On 1 January 2023, civil servants made up 62.7% of the total number of people employed in the Basque Public Administrations, eight tenths up on the previous year, following a rise of 1.5%; 36.3% were staff, in both cases including statutory personnel of the Osakidetza (the Basque Health Service), and the remaining 1% corresponded to senior posts.

As regards the term of employment, 54.9% of employees were classified as permanent, including civil servants, staff and permanent statutory personnel.
Interim civil servants represented 20.2%, four tenths up on the previous year, following an increase of 7.9%. This evolution of interim civil servants occurred in all the Basque Administrations, but most notably in the Local Entities (9.9%), followed by the Provincial Councils with 9.7%. The proportion of temporary staff fell slightly to stand at 23.9%, in respect of the total for the previous year following a drop of 3.9%. All the administrations posted a drop in this category, the Provincial Councils and dependent bodies standing out with a decrease of 7.4%, followed by Local Entities and dependent bodies, down 6.1%.
As a whole, interim civil servants and temporary staff accounted for 44.1% of the total on 1 January 2023, with year-on-year growth of 1.2%.
Distribution of personnel by type of administration in question
Of the 146,968 people employed by the Basque Administration on 1 January 2023, 65.4% worked for the Administration of the Autonomous Community, 18.6% worked for Local Entities, 8.3% worked for Provincial Councils and the remaining 7.6% were employed by the University, Foundations and other Public Bodies. In the last year, the highest growth was seen in the remaining Basque entities (excluding Basque Government, Provincial Councils and Local Authorities), with 1.2% and in local entities (1%), while the rest of the administrations maintained their staff practically unchanged in respect of the previous year.
If we look at the evolution of the average annual number of staff in relation to 2017, the number of people working in the Basque Administrations increased by 13,281, with an average cumulative rate of 1.6%. In absolute values, the Basque Government, together with all its dependent entities, increased staff numbers by 9,377 people, with an average cumulative variation of 1.7%. The group referred to as Other Public Bodies, which includes the University of the Basque Country, foundations and public associations, among others, came in second place in absolute terms, with 1,524 more people and an average cumulative variation rate of 2.5%. The Provincial Councils occupied third place, with 1,040 more people and an average cumulative rate of 1.5%. Lastly, there were the Local Entities with 0.9% and 1,340 more people.

With regard to the previous year, the average number of staff working in the public administrations in 2022 grew by 1.1%, a rate lower than the cumulative average for the period in question. Of particular note was the 1.4% growth in personnel working in the Basque Government.
Distribution of personnel by province in question
By province, there were hardly any changes in terms of distribution. Bizkaia accounted for 48.8% of the total number of employed people, followed by Gipuzkoa, with 29.9%, and finally Álava, with the remaining 21.3%, a distribution with very little change compared to that of the previous year.
