On 1 January 2022, employment in the Basque Administrations had increased by 4,110 people compared to the previous year, up 2.9%
The proportion of women in the Basque Administrations continued to grow, reaching 64% of the total
The Basque Public Administrations (without taking into account personnel working in the State Administration and the Social Security System) had 146,636 employees on 1 January 2022, according to Eustat data. The number of staff employed in the Basque Administrations continued to rise, with a total of 4,110 more people in 2022, a year-on-year increase of 2.9%.
Prevalence of women in the Basque Administration
At the beginning of this year, the number of women employed in the Basque Administration was 93,858, accounting for 64% (2 tenths higher than on 1 January 2021), while the number of men stood at 52,778, with this group representing 36%. From 2017 to date, the proportion of women in the Administration has grown by 14.2%. In 2022, the number of women increased by 3.2%, while the rise in the number of men stood at 2.2%.

Analysing this characteristic with regard to the different administrations, it can be seen that the Basque Government and its dependent bodies accounted for 71.6% of the total number of women employed. The feminisation rate in each of the administrations exceeded 50%; the Basque Government stood out once again with a rate of 69.8%, followed by the Provincial Councils, where it reached 60%. Ten points behind were Local Entities, where the ratio of men and women was almost the same: 49.9% men to 50.1% women.
Structure in Basque Public Administrations according to the regulatory framework
On 1 January 2022, civil servants made up 61.9% of the total number of people employed in the Basque Public Administrations, two tenths up on the previous year, following a rise of 3.2%; 37.1% were staff, in both cases including statutory personnel of the Osakidetza (the Basque Health Service), and the remaining 1% corresponded to senior posts.

As regards the term of employment, 55.3% of employees were classified as permanent, including civil servants, staff and permanent statutory personnel. Meanwhile, interim civil servants represented 18.8%, nine tenths up on the previous year, following an increase of 7.7%. This evolution of interim civil servants occurred in all the Basque Administrations, but most notably in the Basque Government (9.2%), followed by the Provincial Councils with 6.7%. As for temporary staff, the proportion increased slightly with regard to the previous year’s total to reach 24.9%, after rising 4.2%. It is worth highlighting the increase in this category of personnel in the Basque Government and its dependent bodies, with an increase of 5.7%, and the drop in the Provincial Councils (-3.7%). As a whole, temporary personnel, comprised of the total number of interim civil servants and temporary staff, accounted for 43.7% on 1 January 2022 and grew by 5.7% compared to the previous year.
Distribution of personnel by type of administration in question
Of the 146,636 people employed by the Basque Administration on 1 January 2022, 65.6% worked for the Administration of the Autonomous Community, 18.4% worked for Local Entities, 8.3% worked for Provincial Councils and the remaining 7.6% were employed by the University, Foundations and other Public Bodies. In the last year, the highest growth was seen in the General Administration of the Basque Government and its dependent bodies (3.6%), followed by the Provincial Councils, with a year-on-year rate of 2.3%, and the remaining Basque entities, with 2.2%; employee numbers in Local Entities remained practically unchanged, with a variation of 0.8% compared to 2021.
If we look at the evolution of the average annual number of staff in relation to 2016, the number of people working in the Basque Administrations increased by 13,812, at an average cumulative rate of 1.4%. In absolute values, the Basque Government, together with all its dependent entities, increased staff numbers by 9,326 people, with an average cumulative variation of 1.5%. The group referred to as Other Public Bodies, which includes the University of the Basque Country, foundations and public associations, among others, came in second place in absolute terms, with 1,887 more people and an average cumulative variation rate of 2.5%. The Provincial Councils occupied third place, with 1,424 more people and an average cumulative rate of 1.6%. Lastly, there were the Local Entities with 0.7% and 1,175 more people.

With regard to the previous year, the average number of staff working in the public administrations in 2021 grew by 2.6%, a rate higher than the cumulative average for the period in question. Of particular note was the 3.1% increase in personnel working in the Basque Government.
Distribution of personnel by province in question
By province, there were hardly any changes in terms of distribution. Bizkaia accounted for 48.9% of the total number of employed people, followed by Gipuzkoa, with 29.8%, and finally Álava, with the remaining 21.3%, a distribution with very little change compared to that of 2021.
