The Non-Financial Resources of Public Administrations in the Basque Country increased by 2.1% in 2014
Funding requirements decreased by 0.1% compared to the previous year
The total number of Public Administrations (Basque Administrations, Provincial State Administration and Provincial Social Security) that are active in the Basque Country managed Non-Financial Resources totalling 24,317 million euros in 2014, which is 2.1% more than the previous year according to Eustat data.
Within Non-Financial Resources, the most significant sectors were: Social Security Contributions (32.8% of resources), Taxes on Production and Imports (30.7%) and Taxes on Income, Assets and Other Components (25.5%). Compared to the previous year, Taxes on Production and Imports was the sector that saw the most growth at 8.3%, followed by Taxes on Income, Assets and Other Components at 1.4% and then Social Security Contributions at 0.5%.
Non-Financial Spending stood at 26,171 million euros, 1.9% more than in 2013, with Welfare Benefits and Social Transfers accounting for the greatest proportion of spending at 48.3%, which was 0.9% up on the previous year. Employee Remuneration and Intermediate Consumption, which accounted for 38.0% of spending, was up by 1.4%. Gross Capital Formation, on the other hand, which accounted for 5.8% of spending, was actually down by 2.2% compared to 2013.
The balance between Non-Financial Resources and Spending required 1,854 million euros of funding in 2014, which is 0.1% less than what was obtained in 2013, thus still making up 2.8% of GDP.
In terms of institutions, the Provincial State Administration in the Basque Country attained a funding capacity of 613 million euros in 2014, which was 17.6% less than in 2013, and Provincial Social Security required 2,060 million euros of funding, which was 0.11% less than in 2013.
With regard to the Basque Administrations, the funding required went from 538 million in 2013 to 407 million in 2014. In other words, the balance increased by 131 million euros. Bodies belonging to the Basque Government required 113 million euros less funding, putting their funding requirements at 637 million euros in 2014.
The Regional and Municipal Administration of Álava as a whole went from having a negative balance of 8 million euros in 2013 to having a positive balance of 32 million euros in 2014. Bizkaia as a whole had a positive balance of 100 million euros, which was 13 million euros less than 2013, and the positive balance for Gipuzkoa as a whole also decreased by 10 million euros, putting it at 98 million euros in 2014.
In the final expenditure structure of the Public Administrations, Gross Capital Formation went from 12.3% in 2012 to 11.9% in 2014, while Final Consumption Expenditure, which is the total expenditure by the administrations on the production of goods and services and the purchase of goods and services produced by market producers which are supplied to households (social transfers in kind), increased its share from 87.7% in 2013 to 88.1% in 2014.
