PUBLIC SECTOR BUDGETARY STATISTICS of the Basque Country 2011
Income of the Basque Administrations fell 4,6% in 2011
The outstanding debt at the end of 2011 reached 7.6 billion euros, 12% more than the previous year.
Income of the Basque Administrations (made up of the Basque Government, the Provincial Councils and Municipal Administrations, together with their corresponding Autonomous Bodies and supra and infra-municipal Entities) fell 4.6% in 2011 compared to 2010, whilst expenditure fell by 2.5%, according to Eustat data.
In the income section, current income increased by 3.2%, while income from capital operations decreased by 21.7%. As a whole, total income corresponding to non-financial operations was up by 2.2% with respect to 2010.
Total expenditure was down by 2.5% with respect to 2010, and more specifically non-financial expenditure fell by 3.4%. Personnel costs fell by 1.1% and expenditure corresponding to investments and transfers of capital fell by 24.8%. On the other hand, expenditure corresponding to current transfers was up by 2.4%, other running costs were up by 2.0% and those corresponding to financial operations by 23.9%. These latter costs went from accounting for 3.3% of total expenditure in 2010 to 4.2% in 2011.
These changes to income and expenditure meant that the balance of current operations improved by 60.9%, going from 433.2 million in 2010 to 696.8 million in 2011. By adding capital operations we obtain the non-financial balance which also improved, going from -2.0292 billion to -1.1369 billion in 2011; in other words, the negative balance fell by 44.1%.
The income analysis indicates that the recognised duties for VAT dropped by 0.9% between 2010 and 2011, meaning that they went from representing 35.6% of tax revenues to 34.7% in 2011. The quantity corresponding to personal income tax (IRPF) increased its participation in tax revenue, going from 35.0% in 2010 to 36.1% in 2011, as this section was up by 5.0% between 2010 and 2011. The quantity corresponding to Corporation tax was up by 21.7%, rising from 987.3 million in 2010 to 1.2018 billion in 2011; this breaks the trend of previous years, in which this tax fell at rates of approximately 20%. This meant that its participation also rose from 8.2% in 2010 to 9.8% in 2011.
The other taxes fell in relation to 2011: Special Taxes by 4.2%, municipal taxes by 0.3% and the remaining taxes by 24.6%.
The outstanding debt of the Basque Administrations stood at 7.616 billion euros on 31st of December 2011, 12% up on 2010. This increase is less than that of the previous year (48.0%) because although new liabilities were acquired, they were 49.4% less than those acquired in 2010. On the other hand, depreciations carried out in 2011 were 52.6% greater than in 2010.
This debt increase meant that, in relation to GDP, the percentage went from 10.4% in 2010 to 11.5% in 2011.
In 2011 the Basque Public Administrations as a whole - made up of the Basque Government, the Provincial Councils and Municipal Administrations, Local Entities and all autonomous bodies, public bodies and entities, consortiums, non-profit Foundations and Institutions mostly dependent on them, as well as the University - registered employment in terms of full-time equivalent jobs of 122,522 compared to 122,348 registered in 2010. If the effect of creating Lanbide is excluded, which took on new responsibilities in 2011, this employment would have fallen by 0.5% with respect to 2010.
An analysis of the staff structure on the 31st of December 2011 indicates that 60.6% of staff were women and 39.4% men. As regards the employment relationship, 67.2% were in permanent positions.
