- To study the facilities of dwellings and the use made of them in relation to different environmental aspects, with the aim of enabling household-related environmental policies to be created (energy saving, reduction of energy consumption, waste separation, etc.). The study also enables indicators to be obtained which are comparable between Autonomous Communities.

- To achieve comparability with other countries that have carried out studies of this type.

Sample design

This is a two-stage stratified random sample: In the first stage, the dwellings in a stratum (geographical area) are selected, on which questions will be answered in the family questionnaire. In the second stage, one person in the dwelling is randomly selected, who will answer the individual questionnaire.

The theoretical sample is 7000 families. From this sampling size allocations are made by provinces and areas in the usual manner, according to the criteria of the number of occupied dwellings in the sampling frame.

Furthermore, the sample is balanced in the provinces by sex, age, nationality and family size; in the Basque Country by the year of construction of the dwelling; and in the areas by the number of people. Regarding the second stage, a set of random sampling is given in the sample file, which is applied to the dwelling, once the number of residents is definitively fixed.
