Agricultural census
The agricultural census is a decennial
statistical operation, the objective of which is to gather, process and publish
data on the structure of the agricultural sector in the Basque Country, in
compliance with the European regulation on integrated farm statistics.

Objectives
The main objectives of the census are:
1) To determine the main structural characteristics of agricultural holdings in the Basque Country and their evolution over time.
2) To serve as a basis for the directory of agricultural holdings.
3) To serve as a framework for implementing sample designs for sectoral surveys.
4) To comply with the legislation established by the European Union in the different Council regulations.
5) To serve as a basis for establishing agricultural policy in the Basque Country and monitoring several sustainable development goals (SDGs).
6) To process the statistical data requests.
Coverage
- Population:
- The Census includes are the agricultural and livestock holdings existing as of 30 September 2020, whether the owner is an individual or legal entity and irrespective of use of the agricultural production, that comply with any of the following criteria:
- All agricultural holdings with at least 1 ha of Utilised Agricultural Area (UAA).
- All agricultural holdings with at least 1 ha of arable land.
- All agricultural holdings with at least 0.5 ha of UAA used for potatoes.
- All agricultural holdings with at least 0.2 ha of UAA used for fresh vegetables and strawberries.
- All agricultural holdings with at least 0.2 ha of UAA used for aromatic, medicinal and culinary plants, flowers and ornamental plants, seeds and seedlings or nurseries. (This refers only to outdoor crops; for example, in the case of medicinal plants grown under glass, the threshold for greenhouses should be used).
- All agricultural holdings with at least 0.3 ha of UAA used for fruit trees, berries, walnut trees, citrus fruit trees or other permanent crops, excluding nurseries, vineyards and olive trees.
- All agricultural holdings with at least 0.1 ha of UAA used for vineyards.
- All agricultural holdings with at least 0.3 ha of UAA used for olive trees.
- All agricultural holdings with at least 100 m2 of greenhouses.
- All agricultural holdings with at least 100 m2 of cultivated mushrooms.
- All agricultural holdings with at least 1 livestock unit (LU), except equine.
- All agricultural holdings with at least 1.7 equine livestock units.
- All agricultural holdings with at least 10 beehives.
- These criteria are independent, in other words, at least one of them has to be meet for the holding to be considered to belong to the population being studied.
- Holdings that consist solely of forests are excluded from the census if they do not meet the aforementioned conditions, as the census refers to strictly agricultural holdings. However, where the holding being studied has a forest mass, this must be included.
- The census covers a larger population than that stipulated in the requirements of Regulation (EU) 2018/1091.
- Geographic scope:
- The statistical units that are located in the geographical sphere of the Basque Country.
- Time frame:
- The census information refers to the 2020 agricultural year, indicating the situation during a specific period of time or on a specific date.
- Based on the type of data to be collected, the reference periods are defined as follows:
- For variables related to land, the reference period is the agricultural year from 1 October 2019 to 30 September 2020. In the case of successive crops from the same piece of land, the land use shall refer to a crop that is harvested during the reference year, regardless of when the crop in question is sown.
- For livestock numbers and variables related to manure management and livestock stabling, the reference period is 30 September 2020.
- For variables on organic agriculture and farming, the reference period is the agricultural year, with reference to those organic operators who were certified during the agricultural year or had registered within the agricultural year or in the two previous years and were under conversion.
- For variables related to labour force, the reference period is set as the agricultural year.
- For rural development measures, the reference period is the three-year period ending on 31 December 2020 (period from 1 January 2018 to 31 December 2020).
