Objectives
Most important objectives of the operation:
- To carry out research into the habits, consumer behaviour and attitudes of households in relation to the environment.
- To study the facilities of dwellings and the use made of them in relation to different environmental aspects, with the aim of enabling household-related environmental policies to be created (energy saving, reduction of energy consumption, waste separation, etc.). The study also enables indicators to be obtained which are comparable between Autonomous Communities.
- To achieve comparability with other countries that have carried out studies of this type.

Sample design
The sample design is carried out via multi-stage sampling with stratification for the primary units.
In the first stage the census sections are selected. Within the sections primary family dwellings are chosen as second stage units. In the third stage a person aged 16 or over is chosen in each dwelling.
The frame used for the sampling selection is a frame of areas formed by the latest updated list of census sections. For the selection of second stage units the primary family dwellings were used, obtained from exploitation of the most updated Continuous Register of inhabitants available in each of the sections selected for the sample.
The definition of the strata was made according to the size of the municipality to which the section belongs.
The sample of this survey is 5,000 dwellings, grouped into 625 sections, with 8 dwellings each. The distribution of the sample by Province is as follows:
Álava: 1,128 dwellings in 141 census sections.
Bizkaia: 2,144 dwellings in 268 census sections.
Gipuzkoa: 1,728 dwellings in 216 census sections.
If, in the process of carrying out the interview in a dwelling, an incident occurs that impedes its collaboration, then it is substituted for another, until the objective of achieving collaboration in 8 dwellings from each section is covered. Therefore, in each section, in addition to the 8 original dwellings, another 8 substitute dwellings are available.
