Functional areas

Delimitation of the appropriate territorial scale for the development of plans that operationalize the general guidelines provided for the scale of the entire Autonomous Community of the Basque Country. The delimitation of functional areas takes into account the conditions of the physical environment, the existence of patterns of behavior and activity of the population and the feeling of belonging of its inhabitants. It is an intermediate territorial framework between that of the Autonomous Community and that of the municipality that allows the global determinations of the TODs to be specified and to overcome the limitations of strictly municipal planning. These delimitations do not necessarily coincide with the various regionalizations of a judicial, administrative or geographical nature and do not imply new administrative levels.
