CONSTRUCTION INDEX. III/2025
Activity in the Construction sector in the Basque Country grew by 9.9% in the third quarter of 2025
Building was up 10.9%, while Civil Engineering registered an increase of 7.7% in year-on-year terms
At current prices, activity in the Construction sector in the Basque Country in the third quarter of 2025 was 9.9% higher than that observed in the same quarter of the previous year, according to Eustat data.
The year-on-year increase at current prices is explained by the positive performance of both the Building sector, with a rise of 10.9%, and the Civil Engineering sector, which grew by 7.7% compared to the third quarter of 2024.
Comparing the activity of the sector in this third quarter of 2025 with that of the previous quarter, the second quarter of 2025, revealed an increase of 3.0%. Building rose by 3.1% in quarter-on-quarter terms, while Civil Engineering was up 2.3%.

Eustat. Construction index
By province, in the third quarter of 2025, activity increased in year-on-year terms by 8.2% in Álava, 10.7% in Bizkaia and 9.1% in Gipuzkoa. Compared to the previous quarter, the increases were 2.2% in Álava, 3.5% in Bizkaia and 2.6% in Gipuzkoa.
Once corrected for Property Development activity, activity in the Building sector was 11.8% higher than in the same quarter of 2024 and 3.9% higher than in the previous quarter. Without considering Property Development, the Construction sector as a whole was up 10.5% in year-on-year terms and 3.5% in quarter-on-quarter terms.
In the third quarter of 2025, following a 2.8% increase in relation to the same quarter of the previous year, the index of employed people was 1.4% above that observed in the previous quarter.
