PUBLIC SECTOR BUDGETARY STATISTICS. 2023
As at 31 December 2023 the current outstanding debt of the Basque Public Administrations was down 302.8 million euros compared to the previous year
Corporate tax income increased by 21.3% in 2023, and reached 1,649 million euros
As at 31 December 2023, the debt of the Basque Public Administrations (made up of the Basque Government, the Provincial Councils and Municipal Administrations, together with their corresponding Autonomous Bodies and supra and infra-municipal Entities) reached 12,847.1 million euros, 302.8 million less than the previous year, representing a 2.3% decrease, according to Eustat data. In terms of GDP, it accounted for 13.9% (15.2% as at 31 December 2022), which represented a decrease of 1.3 percentage points. The new liabilities acquired in 2023 increased to 1,005.5 million, while depreciations amounted to 1,308.3 million.
Of the total outstanding debt at the end of 2023, that of the Basque Government accounted for 79.9% of the total of the Basque Administrations, followed by Bizkaia with 12.9%, Álava with 4.5% and lastly Gipuzkoa with the remaining 2.6%.
The analysis of the non-financial budgetary balance showed that by institution, among the Provincial Administrations (Provincial Councils and Municipal Administrations), all three provinces posted a non-financial surplus. Bizkaia stood out with a balance of 147 million, followed by Álava with 104 million and finally Gipuzkoa with a positive balance of 55 million. By institution, the Basque Government registered a non-financial deficit of 147 million.

Looking in detail at the income and expenditure registered by the Public Administrations of the Basque Country, total spending reached 23,268 million euros, an increase of 7.6% compared to the previous year. Meanwhile, income amounted to 22,953 million, increasing by 5.9% compared to 2022.
Focusing on non-financial operations, both income and expenditure saw a positive evolution compared to 2022, with an 8.5% increase in expenditure and a 4.4% rise in income. This result was reflected in the positive Non-financial budgetary balance, which stood at 158 million euros in 2023, compared to 952 million euros in 2022.
The growth in non-financial income was the result of the positive trend in current income (5.6%), which accounted for 95.5% of total income. Income from capital operations, with less weight, registered a significant fall of 30.1%.
With regard to the analysis of financial operations, different trends were observed for income and expenditure; while financial income reached 1,031 million euros, 55.6% more than the previous year, financial expenditure rose to 1,504 million euros, with a fall of 4.0% compared to 2022.

The tax revenues of the Basque Administrations showed a generally positive performance, standing at 19,031 million euros. This item, which represented 82.9% of total income, showed an overall rate of increase of 4.9%.
All taxes performed positively, with the exception of VAT; upon analysing each one, Income Tax was the tax with the most relevance out of all the tax revenues, with a percentage share of 37.3% and an increase of 8.6% compared to 2022. It was followed by Corporate Tax, which represented 8.7% and an increase of 21.3%; Special Taxes, which accounted for 8.1% of the total, with an increase of 7.2%; followed by Other Taxes, with a 5.2% share and a 5.4% increase; and Municipal taxes which increased by 4.9% while its contribution to the total percentage was 4.3%.
As already noted, the only tax that performed negatively was VAT, with a 2.3% decrease which, given its weight, represented 36.4% of the total, meaning that the increase in all taxes in 2023 will post a more moderate performance than in 2022 (+8.5%).
Period availables
Other Current Income, which includes taxes, transfers and equity income, accounted for 11.1% of total income from current operations and registered a 12.3% rise.
As regards expenditure items, current expenditure was up 7.5%. This increase was primarily caused by Current transfers, which represented 29.6% of total expenditure and registered a rise of 10.1% compared to 2022. Other current expenditure grew by 6.4%, representing 31.6%, Staff expenditure, representing 20.2%, increased by 5.6%.
Expenditure on Investments and Capital Transfers, which represented 12.2% of the total, posted a rise of 16.1% in respect of the previous year.
