Industrial production in the Basque Country. December 2025
Highlights
2025
Year-on-year evolution: in the industrial sector as a whole, industrial production fell by 0.6% in 2025.
Provinces: Álava saw a drop of 4.5%, while Gipuzkoa and Bizkaia recorded increases of 0.7% and 0.3%, respectively.
Economic destination of goods: Energy and Intermediate Goods accumulated year-on-year decreases of 3.3% and 1.9%, respectively.

Year-on-year evolution: production in the Basque Country remained unchanged (0.0%) compared to December 2024.
Month-on-month evolution: industrial activity increased by 1.0% in respect of November 2025.
Provinces: In year-on-year terms, production was down 3.4% in Álava and 1.8% in Bizkaia. In Gipuzkoa, it rose by 3.4%.
Economic destination of goods: Capital Goods posted a positive evolution of 3.6%.
Statistical analysis

In 2025 as a whole, the cumulative decrease in production across the industrial sector stood at 0.6%. This negative evolution was especially due to the performance of Energy and Intermediate Goods, with cumulative decreases in the year as a whole of 3.3% and 1.9%, respectively.
In Consumer Goods, cumulative production over the course of 2025 was 0.9% higher than in the previous year, due to the positive performance of both Consumer Durables, with an increase of 1.3%, and Consumer Non-durables, with a rise of 0.8%.
Meanwhile, production of Capital Goods registered cumulative growth of 1.3%.
By province, Álava posted a negative trend, with cumulative production falling by 4.5%. Gipuzkoa and Bizkaia, on the other hand, recorded positive cumulative annual rates of 0.7% and 0.3%, respectively.
December 2025
In December 2025, the industrial production of the Basque Country remained unchanged (0.0%) compared to the same month of the previous year, in homogeneous terms of the working calendar, according to Eustat data.
In relation to the previous month (November 2025), industrial activity in the Basque Country increased by 1.0%, once corrected for seasonal effects.
By economic destination of goods, production in Consumer Goods posted a negative year-on-year performance in December 2025, with a 2.7% drop in production for the sector as a whole. This decrease was due to the evolution of both Consumer Durables, whose production fell by 9.1%, and Consumer Non-Durables, whose production declined by 1.1% compared to December 2024.
Among other activities, Consumer Durables includes the manufacture of furniture and domestic appliances. Consumer Non-durables includes the activities of processing and conserving foodstuffs; the manufacture of cleaning and hygiene products; pharmaceutical products; and the manufacture of clothing.
In Intermediate Goods, which includes metallurgy and manufacturing of metal products, the chemical industry and manufacturing of rubber and plastic products, production fell by 0.9% in year-on-year terms.
Energy production in December 2025 was down 5.9% on the same month of the previous year. This sector includes the production and supply of electricity and oil refining.
On the other hand, production of Capital Goods, which includes the manufacturing of motor vehicles; construction of locomotives and railway material; and naval construction and the manufacture of aircraft, increased by 3.6% compared to the previous December.

The year-on-year evolution of the Industrial Production Index in December 2025 was negative in Álava, with a decrease of 3.4%, as well as in Bizkaia, where it registered a drop of 1.8%. In Gipuzkoa, however, production rose by 3.4% in year-on-year terms.
At a more disaggregated level, among the largest sectors in Basque industry, those that posted the greatest increases in production in year-on-year terms in December 2025 were: Electrical Material & Equipment, with a rise of 5.7%, and Metallurgy & Metal Products, up 5.5%. Conversely, the Timber, Paper & Graphic Arts sector experienced a year-on-year decrease in production of 8.8%, and the Electricity, Gas & Steam sector saw a drop of 6.8%.
