Activity in the Construction sector in the Basque Country grew by 2.3% in the first quarter of 2025

Building was up 3.5% while Civil Engineering saw no noticeable change

At current prices, activity in the Construction sector in the Basque Country in the first quarter of 2025 was 2.3% higher than that observed in the same quarter of the previous year, according to Eustat data.

Once corrected for calendar effects, the year-on-year increase at current prices in this quarter is explained by the positive performance of the Building sector, which experienced a rise of 3.5%. Meanwhile, there was no variation of sales in Civil Engineering, which remained at the same level as the first quarter of 2024.


Comparing the activity of the sector in this first quarter of 2025 with that of the previous quarter, the fourth in 2024, the Construction index increased by 0.4% in nominal terms or current prices, once corrected for seasonal effects. Activity in Building rose by 0.1% compared to the previous quarter and that of Civil Engineering by 4.2%.

Eustat. Construction index

During the first quarter of 2025 in year-on-year terms, activity in the construction sector rose by 0.1% in Bizkaia, and by 5.0% in both Álava and Gipuzkoa. In relation to the previous sector, the Construction index decreased by 0.1% in Bizkaia; while it increased by 1.1% in Álava and in Gipuzkoa.

Once corrected for Property Development activity, activity in the Building sector in year-on-year terms was 4.3% higher than in the same quarter of 2024, while in quarter-on-quarter terms it increased by 2.8%. Without considering Property development, the Construction sector as a whole grew by 2.9% compared to the first quarter of 2024, and by 2.2% compared to the last quarter of 2024.

In the first quarter of 2025, following a 3.6% decrease in relation to the previous quarter, the index of employed people was 1.1% above that observed in the same quarter of 2024.
