Expenditure on internal R&D in the Basque Country rose by 11.7% in 2023
The level of expenditure exceeded 2,000 million euros, 2.2% of GDP
In 2023, expenditure on internal Scientific Research and Technological Development activities (R&D) rose by 11.7% in the Basque Country, and reached 2,005 million euros, according to Eustat data. Total personnel in full-time equivalent positions in R&D increased by 7.2%.
By implementation sector, companies increased internal expenditure by 11.9%, and personnel for R&D activities by 6.7%. In Higher Education, expenditure rose by 11.8% and R&D personnel by 7.3%. Lastly, in the Public Administration sector, 10.5% growth was reported in expenditure and 11.1% in R&D personnel.
In relation to GDP, in 2023 that of the Basque Country reached 2.2%, approaching the European average (2.24% in 2022, most recent available data).
In the most recent comparable data (2022), expenditure on internal R&D in relation to GDP in the Basque Country reached 2.08%, 44% higher than expenditure in Spain (1.44%).

Methodological note: Eustat has produced Advance Data on the evolution of R&D personnel and expenditure in 2023. In order to do this, companies, Higher Education bodies and public administration, which together represent 80.8% of the total expenditure obtained the previous year, have been taken into account, allowing an advance of the results that will be presented definitively in November this year to be brought forward to July 2024.
