The deficit of the Public Administrations in the Basque Country dropped below three thousand million in 2022 to stand at 2,972 million

Compared to 2021, the Funding requirement decreased by 1.2%

In 2022, the Public Administrations (Basque Administrations, Provincial State Administration and Provincial Social Security) registered a deficit of 2,972 million euros, which was a decrease of 37 million in respect of 2021, i.e. 1.2%, according to Eustat data.

The improvement in the deficit in 2022 was due to the 7.5% increase in non-financial resources, i.e. 2,274 million more, while non-financial spending rose by 6.7%, i.e. 2,237 million more. As a result, the balance improved by 37 million to stand at 2,972 million euros.

From the institutional point of view, the Basque Administrations (which include the Basque Government, Provincial Councils, Municipal Entities and dependent entities categorised as Public Administration) saw their balance decline, going from having a funding capacity (surplus) of 1,074 million in 2021, to having a funding requirement (deficit) of 465 million in 2022. It should be noted that the high surplus in 2021 was partly due to the transfers received to finance Covid measures.

The Provincial Administration as a whole (State plus Social Security) registered an improvement in its balance of 646 million, with its funding requirement (deficit) going from 4,083 million in 2021 to 3,437 million in 2022.

In detail, the Provincial State Administration saw its negative balance fall by 268 million euros, going from 636 million in 2021 to 368 million in 2022.

Meanwhile, Provincial Social Security recorded total spending of 13,344 million euros, compared to total resources of 10,275 million, resulting in a negative balance of 3,069 million, although this led to an improvement in the deficit of 379 million. Compared to 2021, non-financial resources increased by 5.1%, primarily due to the rise in Social Security Contributions of 463 million (4.8%). Non-Financial Spending, however, was up just 0.1% (117 million). The largest item was Social Benefits (including pensions and unemployment benefits), which accounted for 97.2% of spending, with an increase of 1.4%, reaching 12,972 million. In second place, Subsidies (contribution exemptions and reductions) fell by 95 million to stand at 159 million in 2022, representing 1.2% of spending.

As regards the Basque Administrations, the entities of the Basque Government as a whole saw their balance decline by 646 million euros, going from a positive balance of 626 million euros in 2021 to a negative balance of 19 million in 2022. Furthermore, non-financial resources increased by 3.6% to stand at 13,749 million, while non-financial spending grew by 8.9% to reach 13,768 million.

The Regional and Municipal Administration of Álava overall posted a positive balance of 57 million euros, 35 million down on the previous year. Bizkaia saw its funding capacity rise from 136 million euros in 2021 to 201 million in 2022. Gipuzkoa’s administrations as a whole also increased their positive balance from 220 million in 2021 to 226 million in 2022.

Altogether, the Public Administrations in the Basque Country managed non-financial resources totalling 32,697 million euros in 2022, 7.5% more than in 2021, whilst non-financial spending grew by 6.7% to 35,669 million euros. As a result, the funding requirement stood at 2,972 million, 1.2% lower than the previous year.

Within Non-Financial Resources, the largest items recorded growth in 2022. Specifically, Social Security Contributions continued to be the largest item (31.8%) and posted a rise of 4.2%, i.e. 417 million more, reaching 10,385 million in 2022. Taxes on Production and Imports, which accounted for 31.0% of resources, increased by 9.7% to stand at 10,137 million. Taxes on Income, Assets and Other Components grew by 8.0% to 8,650 million, representing 26.5% of resources.

The items that registered a drop were Investment Aid (-63.8%), Taxes on Capital (-23.3%) and Income from Property (-0.6%). In short, non-financial resources increased by 2,274 million in 2022 compared to the previous year, maintaining the upward trend seen in 2021.

Non-Financial Spending stood at 35,669 million euros, 2,237 million more than in 2021. Practically all items recorded growth.

The largest item, Social benefits different from social transfers in kind (including Social Security and social welfare benefits), accounted for 40.1% of spending and grew by 2.2% (i.e. 305 million) to stand at 14,289 million. Employee Remuneration, which represented 24.9% of expenditure, was up 8.8%, reaching 8,891 million euros. Intermediate Consumption increased by 5.5% to stand at 4,835 million, i.e. 13.6% of spending. Social Transfers in Kind: production acquired on the market saw a rise of 6.6%, reaching 2,494 million, 7.0% of total expenditure.

Other operations with strong growth were capital operations (Gross Capital Formation, Capital Transfers (to be paid) and Acquisitions of Other Assets), which together grew by 26.6% and accounted for 7.2% of spending, reaching 2,582 million.

Subsidies (to be paid) also increased by 21.2% to 1,406 million, 3.9% of non-financial spending.

In the final expenditure structure of the Public Administrations, Final Consumption Expenditure, which is the total expenditure by the administrations on the production of goods and services plus the purchase of goods and services produced by market producers which are supplied to households (social transfers in kind), represented 88.6% of Internal Public Demand in 2022, 1.6 percentage points down on the previous year. In contrast, Gross Capital Formation (Public investment) reached 1,942 million euros, accounting for 11.4% of Internal Demand, compared to 9.8% in the previous year.

Institutionally, 94.6% of investments corresponded to the Basque Administrations, the same percentage as the year before, reaching 1,838 million, i.e. 381 million more than in 2021. Furthermore, the amount corresponding to the Provincial Administration as a whole, State plus Social Security, stood at 104 million euros in 2022, up 22 million on the previous year.

Methodological note:

Following the European extraordinary revision policy established by Eurostat, which involves regularly revising and updating the statistical sources and estimation methods used to prepare national accounts, Eustat has begun to revise its System of Economic Accounts, starting with the dissemination of the Public Administration Accounts. This European policy allows for the opportunity to make systematic and coordinated improvements every five years, which means that all European countries will carry out a revision of their respective accounts in 2024.

Changes were implemented when preparing the Public Administration Accounts 2022, including changes regarding:

Accounting of taxes and subsidies in accordance with the availability of new sources of information.

Changes in calculating Fixed Capital Consumption for some of the institutional groups.

Updating the economic information for some entities with new sources available.

This revision involves recalculating the data for previous years. In this publication, the data for 2021 have been recalculated. The entire previous series will be updated in the coming months.
