Basque Public Administrations employed 139,885 people at 1 January 2020, almost 9,000 more than four years previously

58% of employed personnel were civil servants and permanent contractual employees, whereas interim and casual contractual staff accounted for 41%

Basque Public Administrations (without taking into account personnel working in the State Administration and the Social Security System) relied on 139,885 people working at 1 January 2020, according to data prepared by EUSTAT. The number of people working in the Basque Administration has increased year on year since 2016, standing at 8,969 more persons employed in this period, 6.9% more.

63.1% of those employed were women, against 36.9% men, maintaining the same distribution as the previous year. There has been a clear, and even steadily increasing, predominance of women in the Basque Administration over the years.

According to the framework regulating employment relations, at 01 January 2020, civil servants made up 61.6% of the total number of people employed in the Public Administrations, 37.5% being staff, in both cases including statutory personnel of the Osakidetza (the Basque Health Service), and 1% corresponded to senior posts, all very similar percentages to those of the previous year.

Full-time permanent employees in the service of the Basque Public Administrations, civil servants, staff and statutory workers, accounted for 57.7% of total employees; practically unchanged on the previous year; whilst 16.8% were interim civil servants (5 tenths more) and 24.6% were temporary staff (0.5 percentage points more).

Of these 139,885 Basque Administration employees, 64.6% worked for the Administration of the Autonomous Community, 19.4% worked for Local Entities, 8.4% worked for Provincial Councils, and the remaining 7.6% were employed by the University, foundations and other public entities. The distribution of employment between the different Basque entities has remained practically unchanged in the last year.

In relation to 2016, the number of people working in the Basque Administrations increased by 8,969, an average accumulative rate of 1.7%. The group referred to as Other Public Bodies, which covers, amongst others, the University of the Basque Country, Foundations, Public Associations, etc. despite being that with the least relative weight, is that with the greatest average accumulative variation, with 3.4% of growth. In second place, in percentage terms, is the growth of the Provincial Councils, which registered an average accumulative rate of 2.5%, an increase of 1,085 people, followed by Local Bodies, with 1.5% (+1,577 people). Personnel employed in the Basque Government also rose in the same period, to an average accumulative rate of 1.4%, 4,985 more people.

By province, Bizkaia accounted for 48.8% of the total of employed people, followed by Gipuzkoa, with 29.7%, and finally Álava, with the remaining 21.5%, a distribution with little change regarding that of 2018.

Methodological note: The Directory of Public Administrations comprises the General Administration of the Basque Country, Provincial Councils and City Councils, together with the Autonomous Administrative Bodies, Public Entities and non-profit Foundations and Institutions that depend on these. All entities whose public stake is equal to or greater than 50% are included, whether it be held by a single administration or is a joint stake of various public administrations.
