Average employment in Basque Administrations in 2017 stood at 131,885 people, 1.7% more than the previous year
The prevalence of women in the Basque Administrations has become increasingly noticeable, with this group now accounting for 62.6% of the total
Basque Public Administrations (not taking into account people working for the State Administration and the Social Security System) had an average of 131,885 workers in 2017, 1.7% more than the previous year, according to data prepared by EUSTAT.
Of these 131,885 Basque Administration employees, 65.2% worked for the Administration of the Autonomous Community, 19.4% worked for Local Entities, 8.1% worked for Provincial Councils, and the remaining 7.2% were employed by the University, foundations and other public entities. This employment distribution amongst the different Basque entities has remained virtually unchanged over the years.
Compared to 2016, average annual employment in the Basque Administrations grew by 2,148 people; particularly noteworthy in percentage terms was the evolution of the Provincial Councils, with an increase of 3.1%, followed by the Basque Government, with 1.5%. Local bodies and their corresponding dependent bodies registered an increase of 0.6%, whilst the other Public Bodies; which include, among others, the University of the Basque Country, foundations and associations; saw a change of 4%.
Furthermore, at 31 December 2017, civil servants made up 62.1% of the total, 37% being staff, in both cases including statutory personnel of the Osakidetza (the Basque Health Service), and 0.9% corresponded to senior posts.
Full-time employees in the service of the Basque Public Administrations, civil servants and full-time civil servants, staff and statutory workers, accounted for 59.4% of total employees in 2017, whilst 39.7% were interim civil servants (15.9%) and temporary staff (23.8%).
At 31 December 2017, men accounted for 37.4% of all Basque Public Administration employees, whilst women accounted for 62.6% of these, an increase of 2.7% for women compared to 0.4% for men, compared to the previous year. This prevalence of women employed in the Basque Public Administrations has progressively increased. For example, compared to 2011, women have gained almost two percentages points on the total.
By province, Bizkaia accounted for 48.9% of the total of employed people, followed by Gipuzkoa, with 30%, and finally Álava, with for the remaining 21.1%.
Methodological note: The Directory of Public Administrations comprises the General Administration of the Basque Country, Provincial Councils and City Councils, together with the Autonomous Administrative Bodies, Public Entities and non-profit Foundations and Institutions that depend on these. All entities whose public stake is equal to or greater than 50% are included, whether it be held by a single administration or is a joint stake of various public administrations.
