Expenditure on private education centres fell by 1.7% between 2009 and 2012 in the Basque Country

As regards GDP, the total expenditure on private centres accounted for 1.61% in 2012

Private education in the Basque Country, comprising 450 centres that offer their services to 210,000 students, had a total expenditure of 1,044 million euros in 2012, 1.7% less than in 2009, according to data prepared by EUSTAT. This expenditure accounted for 1.61% of GDP for the year 2012, five hundredths less than 3 years earlier (1.66%).

In the 2012 financial year, current expenditure rose to 1,003 million euros, an increase of 1.8%; this expenditure accounted for 96% of the total and most of it went on personnel (74%). On the other hand, investment, which was 41.3 million euros, dropped considerably with respect to 2009 (-47%) and was responsible for the decrease seen in total expenditure. Within current expenditure, expenditure on education and on complementary services (mostly school meals and transport) increased by 2% and 2.4% respectively, while those related to complementary activities fell by 10%.

As far as the type of centre was concerned, pre-university levels were the ones that concentrated the greatest part of the sector's total expenditure, 87%, while higher education centres accounted for 11% of expenditure and those of specialised education, 2%.

Average expenditure was down per student (-2.2%) and per unit (-2.9%)

Over the period 2009-2012, expenditure fell both per student (-2.2%) and per unit (-2.9%). The differences between the two figures is due to the increase in the student/unit ratio, 2% in basic education and 3.3% in secondary education.

In 2012, education expenditure per school unit or group was €71,000 for Infant Education and €84,500 for Primary. In Compulsory Secondary Education (ESO) it was €103,500, €94,000 in Vocational Training (FP) and €130,500 in Upper Secondary. Unit costs in Adult Education (EPA) amounted to €49,500. The lowest ratios continued to correspond mostly to centres run by religious orders.

Education expenditure per student came to €3,800 for Infant Education, €4,000 for Primary, €5,200 for Compulsory Secondary Education, €5,400 for Upper Secondary and €5,300 for Vocational Training. Expenditure per student at university level came to €6,200, whilst for Specialised Education it was €1,600.

Public subsidies account for 65% of the income of private centres

Total income for private centres amounted to 1,055 million euros, with 99% corresponding to current income and 1% to capital income. Public subsidies were the main source of current income, accounting for 65%, maintaining the proportion of previous years; followed by tuition fees (14%) and additional services (9.3%).

As far as income from fees was concerned, tuition fees comprised 53.8% of the total, transport fees accounted for 8.4%, school meals provided 24.7% and fees corresponding to additional activities came to 10.6% of family expenditure; remaining income came from fees for other services.

The average fees per student in relation to education in private centres in the Basque Country were €700, payment for additional services came to €470, whilst additional activities accounted for a further €140 per student.
