PUBLIC EDUCATION EXPENDITURE AND FINANCING STATISTICS IN THE BASQUE COUNTRY 2009

Expenditure on education in public education centres increased by 16% between 2007 and 2009

Spending per pupil was 5927 euros, 14.3% more than two years before

Expenditure on education in public education centres stood at 1689 million euros, up 16% with respect to 2007, according to EUSTAT data. The total expenditure, which also includes spending on additional activities and services and capital spending, stood at 2040 million euros, up 20.7% on 2007. This expenditure represented 3.1% of GDP in 2009. Public education centres absorbed 64.8% of the total expenditure on education, with private education centres spending 1104 million euros on education.

The largest part of the expenditure in public centres, 90%, was used to defray current activities, and the remaining 10% was spent on investments. For its part, 92.4% of the 1826 million euros in current expenditure went on education, 1% on additional activities and 6.6% on complementary services mainly focused on school meals and transport. Within the section dedicated to teaching, the most relevant chapter was that of personnel expenditure, which accounted for 89% of spending in this area.

According to education type, centres teaching pre-university level accounted for 75% of total expenditure, whilst university accounted for 22% and special education centres the remaining 3%.

Furthermore, the growth rate for expenditure on education was higher per student (14.3%) than per school unit (8.9%).

Spending on education per school unit in public centres stood at 88,935 euros for infant education, whilst 93.486 euros were spent on primary education. In middle education, 154,587 euros were spent on Compulsory Secondary Education (E.S.O.), 198,909 euros on the Baccalaureate and 164,086 and 175,156 euros were spent on Intermediate and Higher Grade Professional Training, respectively.

Expenditure on education per student stood at 5674 euros for infant education, whilst for primary education this figure was 6101 euros. With respect to middle education, this figure stood at 9946 for E.S.O, 8258 for Baccalaureate. 12,468 and 11,981 euros were spent per student on intermediate and higher grade Professional Training, respectively. In specialised education (languages, music, dance and arts) 1647 euros were spent per pupil, with this figure standing at 7492 for university education.

The total income for public centres stood at 2086 million euros, with 90% corresponding to current income and 10% to capital income. The main components of current income were public subsidies, which accounted for 92.38% of the total. 5.6% of current income came from private sources, mainly through education fees (2.7%) and through additional activities and services (2.9%).
