PRIVATE EDUCATION EXPENDITURE AND FUNDING STATISTICS OF THE BASQUE COUNTRY 2009

Expenditure on private education institutions increased by 19.7% between 2007 and 2009

The total expenditure of the private centres accounted for 1.66% of the GDP

Total expenditure on private education institutions of the Basque Country, with 448 centres and around 180,000 students, came to 1,104 million euros in 2009, which was 1.66% in terms of GDP and was a 19.7% increase on 2007, according to EUSTAT data. The average accumulative growth was 5.4% over the last twelve years.

In 2009, current expenditure accounted for 92.9% of the total and mainly went on staff costs (71.2%) Current expenditure increased by 16.9% compared to 2007. Spending on investment, which came to 77.8 million euros (8.9%) of the total, posted a growth rate of 76% compared to 2007. The amount spent on complementary services (mainly canteen and school transport services) increased by 16%, while spending on complementary activities was up by 86%, which accounted for 7.6% and 2% of the total expenditure in 2009, respectively.

In terms of the type of centre, pre-university centres accounted for the majority of the total expenditure (85%), while higher education centres represented 13% and specialised art education centres the remaining 2%.

INDICATORS

The education unit expenditure, per student and per group, was similar during the 2007-2009 period, with growth of 13.4% per cent in educational expenditure per student and 12.9% in expenditure per unit, which means that the number of students per group remained steady in 2009.

In 2009, education expenditure per school unit or group amounted to 74,947 and 89,916 euros for infant and primary education. With regard to secondary education, it came to 105,377 euros for compulsory secondary education (ESO), 103,297 euros for vocational Training (FP) and 130,913 euros for upper secondary. The expenditure per unit in adult education (EPA) was 54,330 euros. The lowest ratios were for the centres run by religious orders.

Education expenditure per student came to 4,036 euros for infant education, 4,380 for primary, 5,443 for compulsory secondary education, 5,757 for upper secondary and 6,162 for vocational training. Expenditure per student at university level was 6,442 euros and 1,651 euros in specialised art education.

FUNDING

Total income for public centres of the Basque Country totalled 1,021 million euros, with 98% being current income and 2% capital income. Public subsidies were the main source of current income (66%). This was followed by academic fees (14%) and complementary services (8.6%).

As far as income from fees was concerned, higher education accounted for 53.2%, transport 8.4%, canteen services 22% and the income from complementary activities accounted for 13.8% of the payments made by the families. The remainder was income for fees from other services.

The average fees per student for education at private centres of the Basque Country was 709 euros, the payment for complementary services (mainly canteen and transport services) came to 441 euros, while the complementary activities involved a contribution of 181 euros per student.

The investments by private centres came to 77.8 million euros, 17 million of which were paid for by capital subsidies or income from sales of capital goods.
