PRIVATE EDUCATION EXPENDITURE AND FINANCE STATISTICS 2005


Expenditure on private educational institutions grew 13.3% during the period 2003-2005



Expenditure on private centres in 2005 accounted for 1.45% of GDP


Expenditure on the private education network in the A.C. of the Basque Country, made up of 415 centres and around 190,000 students, came to 834 million euros in 2005, meaning a 13.3% increase in relation to 2003, according to EUSTAT data. As regards GDP, it accounted for 1.45% of GDP in 2005.


Of total expenditure, 93.6% corresponded to current expenditure and the remaining 6.4% to capital expenditure. Of current expenditure, 781 million euros, 91% was earmarked for teaching, 1% for complementary activities and the remaining 8% to services complementary to education (chiefly meals and transport).


Turning to the type of centre, pre-University level centres accounted for 87% of total expenditure, leaving 10.4% for higher-level institutions and 2.6% for arts education centres.

INDICATORS


Expenditure per student and classroom continued to rise, maintaining similar growth to the previous two-year period. Between 2003 and 2005, education expenditure per student grew by 13%, while expenditure per group did so by 6.8%.


Education expenditure per school unit or group for Infant and Primary education in 2005 came to 57,882 and 71,438 euros respectively. In Secondary Education it came to 87,353 euros for Obligatory Secondary Education (ESO), 80,969 euros in Vocational Training (FP) and 105,409 for Baccalaureate. Expenditure per unit in Adult Education (EPA) was 31,278 euros. The lowest ratios generally corresponded to church-run centres.


Education expenditure per pupil came to 3,051 euros for Infant Education, 3,609 for Primary, 4,352 for Compulsory Secondary Education, 4,597 for Baccalaureate and 4,870 for Vocational Training. For Universities, expenditure per student was 4,691 euros and in Arts Education it was 1,561 euros.


FINANCE


Total income for private centres was 795 million euros, of which 98% corresponded to current income and 2% to capital income. The main source of current income, with 66%, was public subsidy. Next came teaching fees (18%) and complementary services (8%).


Private centres made investments totalling 53.2 million euros in 2005, meaning a 19.3% increase compared to 2003. As regards fees, they rose by 6%, below the overall average for growth. Private subsidies increased by 22,89%, more than public ones (15.16%).


Average fees per pupil corresponding to school transport and meals in the private centres of the A.C. of the Basque Country were 500 and 635 euros respectively. Teaching fees per pupil were 452 and 315 euros in Infant and Primary, 340 in ESO, 476 in Middle-grade Vocational Training, 633 in Higher-grade Vocational Training, 628 in Arts Education, 756 in Baccalaureate and 3,908 euros in University Education.
