PRIVATE EDUCATION FINANCE AND EXPENDITURE STATISTICS 2003



Expenditure on private educational institutions grew 8.3% during the period 2001-2003



Expenditure on private centres accounted for 1.56% of GDP in 2003.


Total expenditure on private educational institutions in the A.C. of the Basque Country came to 737 million euros in 2003, which represented a rise of 8.3% with regard to 2001, according to EUSTAT data. In terms of GDP, it accounted for 1.56% in 2003.


93.9% corresponded to current expenditure and the remaining 6.1% to capital expenditure. 91% of current expenditure, 692 million euros, was allotted to teaching, 1.3% to complementary activities and the remaining 7.7% to complementary services (mainly meals and transport).


As regards the type of centre, pre-University level centres accounted for 86% of total spending, leaving 12% for higher level institutions and 2% for arts education.






INDICATORS


Unitary expenditure maintained a rising trend although growth was less than the previous two-year period. Between 2001 and 2003, education expenditure per pupil grew 13.3%, while expenditure per group rose by 6.2%.


Education expenditure per school unit or group for Infant and Primary education in 2003 came to 55,892 and 65,688 euros respectively. In Secondary Education, it came to 78,914 euros for Obligatory Secondary Education (ESO), 78,831 euros for Technical Training (FP) and 95,196 euros for Baccalaureate. Expenditure per unit in Adult Education (EPA) was 18,152 euros. The lowest ratios generally corresponded to church-run centres.


Education expenditure per pupil came to 2,801 euros in Infant education, 3,270 in Primary, 3,702 for Obligatory Secondary Education, 4,232 for Technical Training and 4,001 for Baccalaureate. At University, expenditure per student was 3,662 euros and in Arts Education it was 1,321 euros.


FINANCE


Total income for private centres was 703 million euros, of which 98% corresponded to current income and 2% to capital income. The main source of current income, with 66%, was public subsidy. This was followed by teaching fees (20.1%) and fees for complementary services (7.9%). The pattern of finance remained virtually unchanged with regard to that of 2001.


Private centres made investments totalling 44.6 million euros in 2003, of which 12.6 million was defrayed through capital subsidies or income from sales of capital goods, thus covering the needs for funding of 71.8% of the private education network.


Average fees per pupil corresponding to school transport and meals in the private centres of A.C. of the Basque Country were 410 and 587 euros. Teaching fees per pupil were 403 and 321 euros in Infant and Primary Education, 342 in ESO, 537 in intermediate Technical Training, 623 in higher-grade Technical Training, 614 in Arts Education, 760 in Baccalaureate and 3,232 euros in University Studies.
