Those which fulfil two of the following three conditions, provided that the importance of the primary GDP is not inferior to the average of the EAC (0.8%). Given their importance in the primary sector, some municipalities which meet only one of the conditions have also been included, and since they are not well above the limits, it was advisable to include them.

1. Population < 2,500 inhabitants
2. Population density < 85 inhabitants/km²
3. Size of the primary sector > = 10% municipal GDP
