IIncludes those people who do not have a job and who are not at the service of an employer, and who carry out household tasks, are studying or doing military service.

They are classified according to whether or not they are seeking a work activity and by their subjective availability to incorporate themselves into it. The following collectives are defined:

- Unemployed engaged in non-work activity: seeking work and state that they are available for incorporation into a work activity.

- Seeking work: seek work but state that they are not available to start within the period of two weeks.

- Employed in non-work activities: do not seek employment and dedicate themselves exclusively to carrying out household tasks, studying or doing military service.
