Unemployed individuals, included in the Lanbide file (registered and classified as unemployed), merged with the Statistical Population Register and found in it.

Two different situations may arise:

• Registered in the census (residents): Unemployed individuals, included in the Lanbide file, who were registered in a municipality of the Basque Country during the quarter of reference.
• Unemployed individuals removed from the census (non-residents): Unemployed individuals, included in the Lanbide file, who were removed from the register of a municipality of the Basque Country or were not yet entered during the quarter of reference.
