Structurally separate and independent enclosure that, due to the way it was built, rebuilt, transformed, or adapted, is designed to be inhabited by people or, although not initially conceived that way, constitutes the usual residence of one or more people during the reference period of the Statistical Operation. As an exception, enclosures that, although initially designed for human habitation, are entirely dedicated to other purposes during the reference period of the Statistical Operation (for example, those that are being used exclusively as premises such as a medical consultation or a lawyer's office) are not considered dwellings.
