Allocation of seats

According to the results of the voting ballot, the seats are allocated in the following way:

  • Senate: the election of senators is direct, seats being obtained by those candidates that obtain the greatest number of votes.
  • Deputies, members of parliament and councillors: given that the candidatures are presented in closed lists, the allocation of seats is carried out according to the following regulations for each district:

    • Firstly, a recount is carried out of the valid votes obtained by each candidature. Candidatures that do not reach a minimum number of valid votes are not taken into account. In the election of deputies and members of parliament this minimum stands at 3% of the valid votes cast, and in the election of councillors the necessary minimum is set at 5% of the valid votes cast.
    • The total number of valid votes obtained by each candidature is divided by one, two, three, etc., until a number equal to the seats corresponding to the district. Subsequently the seats are allocated to the candidatures to which the highest quotients correspond, proceeding in decreasing order for each seat.
