Structurally separate and independent enclosure which, by the way that it has been constructed, reconstructed, altered or adapted, is conceived to be inhabited by people or, even if this were not the case, constitutes someone's normal residence. An exception is made for enclosures which, despite being initially conceived for human habitation, are used completely for other purposes (e.g. those used exclusively as commercial premises) and are thus not considered as dwellings.
