Reference person of the dwelling

The reference person of the dwelling is considered to be the member aged 16 or over who resides in the dwelling and whose name appears on the title deed (owned dwellings) or the leasing or sub-leasing contract of the dwelling (rented dwelling). In the event of the dwelling being on a free lease basis, the reference person is considered to the individual to which it has been leased. If two or more people share the responsibility for the dwelling, then the one that contributes the most income to the common budget is the reference person.
