Two categories are considered, depending on whether transportation is conducted for third parties. The distinction between the two is made on the basis of administrative documents (transportation card).

1. Private or own transportation service: The vehicle is used solely and exclusively for own transport without paying for the service, i.e. the vehicle belongs to the authorisation holder and is used to transport their own goods.
2. Public or outsourced transportation service: The vehicle is used for the transportation of goods by road for payment and by another party.
