Land not subject to development is structured according to the categories defined in the Territorial Planning Guidelines definitively approved by Decree 28/1997 of 11 February. The categories are as follows:

- Special Protection

- Environmental Improvement

- Forest

- Farming and Countryside

- Montane pastures

- Protection of Surface Waters

- No Definitive Use Defined

Extractive Activities and Rural Areas are also expressly recorded (for which existing and permitted dwellings are specified).
