this indicator measures the proportion of resources dedicated to r&d which are received from higher education, private non-profit and foreign institutions; that is, it measures said funding with respect to the total amount of resources dedicated to research.

this indicator shows the percentage of financial resources dedicated to r&d from higher education, private non-profit and foreign institutions in relation to the total internal expenditure on r&d.
the indicator is obtained as quotient, as a percentage.
numerator:
internal expenditure on r&d financed by higher education, private non-profit and foreign institutions in the year of reference.
denominator:
total internal expenditure on r&d: all spending on carrying out r&d actions during the reference year, in the basque country, irrespective of the source of the funds.
r&d: all creative activities carried out systematically to increase the volume of knowledge, including the knowledge of people, culture and society and the use of those to derive new applications. it includes basic research, applied research and technological development.
