Objectives
The generic objective of the E.V.I.T. aims to know the quantifiction, classification and
location of the building of housing in the Autonomous Community of the Basque Country.
It is a basic source of information for the system of monitoring indicators for housing
policy.
This operation deals with the following sections in particular:
- Magnitude, territorial distribution and development of initiated housing construction,
both subsidised and private.
- Magnitude, territorial distribution and development of finished housing construction,
both subsidised and private.
- Basic typological characterisation: Legal Regime.
- Identification of the developer, development and number of houses.

- Population:
- The population that is subject to this survey are the homes built that
belong to subsidised or private housing developments.
- Geographic scope:
- The territorial area of this survey is the Autonomous Community of
the Basque Country with a maximum level of disaggregation of results at a municipal level.
- Time frame:
- The timeframe of Statistics on Initiated and Finished Housing is quarterly with regard to the
dissemination of data but continuous with regard to their collection.

Sample desing
The operation is a census for subsidised housing. The starting reference is given by the
date of the Check Certificate for Reorganising Social Housing (belonging to this department)
and the date of the Provisional Classification for the rest of the social housing
typologies. The finish reference comes from the date of the Social Housing Reception
Certificate and the date of the Definitive Classification for the rest of the subsidised
housing typologies. All the above mentioned documents are administrative and are remitted
to this department at the start and end of a new subsidised housing development.
In the case of private housing developments, the data are obtained from estimations
calculated from the works start and end visas, registered in the architects and quantity
surveyors associations. This information is provided quarterly by the Ministry of Promotion.
