to collect and disseminate the urban planning of municipalities.
to provide information, through mapping and the associated alphanumerical data, of the situation of each area of planning, distinguishing between: land for residential use and land for economic activities, indicating their capacity for building; land for general systems and land not subject to development.
essentially, to provide all updated information on land in the autonomous region of the basque country with a maximum degree of systematisation so as to meet the following objectives:
- to fulfil - within the sphere of competence of the public administration in the area of urban planning - the objectives defined in the new law. law 2/2006, of 30 june, on land and urban planning, adopted by the basque parliament, in title i on general provisions and principles as well as in chapter ii on general principles of urban planning in articles 4 "principle of subordination to the public interest" and 9 "principle of public information".
- to provide a basis for developing the forms of territorial planning contained in the law on territorial planning.
- to be of use to any professional person, body or institution and hoping to provide support for later experiences related to territorial and urban planning.
- to provide information on the situation of each area of planning, distinguishing between residential land, land for economic activities, land for general systems and land not subject to development.

- surface area, population, approved planning.
residential land for each area:
- number of existing and planned dwellings (unsubsidised, state subsidised and fixed price housing).
land for economic activities:
- land occupied and vacant.

the population it refers to is all the municipalities in the autonomous community of the basque country, for which a "municipal file" is created that summarises and organises the information that has been obtained on each case up to the deadline of 1 january of the year to which the information refers.
all of this information is gathered at the municipal, operational area, province and autonomous region level.
- geographic area:

the geographic area of reference is the municipalities of the autonomous region of the basque country, which are grouped in the summary tables according to the total data on each municipality, by operational areas and by provinces.
- time scale:

the udalpan data corresponding to year t include the information in planning documents which, when processed, were granted either final approval, partial approval or partial suspension before the january deadline of year t. the data are published annually.
