Objectives
From the middle of the 80s, the Basque Government has been researching the phenomenon of
poverty in the Basque Country, applying one of the same methodological principles that
permitted reliable knowledge of the development in time of the different facets associated
with this complex phenomenon. This long term statistical approximation is realised in the
operation named Survey on Poverty and Social Inequalities (EPDS).
In general, the main aim of the EPDS is to know, study and assess the different lines of
poverty and their incidence in the Basque Country, as well as obtaining indicators
associated with social inequality.
Without detriment to concentrating attention on obtaining indicators of maintenance poverty
and accumulation mentioned above, the EPDS also aims to obtain other indicators of social
precariousness or inequality. Amongst them, we should emphasize the battery of indicators
related to problems to have access to appropriate food in the Autonomous Community of the
Basque Country.
We should also mention the aim to tackle the problem of hidden poverty, one of the aspects
to which greater attention is paid in the EPDS.
Coverage
- Population:
- Resident households in family homes used all year round or most of the
year as the habitual residence. From these households data is obtained relating to the whole
of the household as well as the individuals that form part of it, applying a complementary
questionnaire to persons where the presence of potential problems of hidden poverty is
shown.

Territorial area to which the operation refers:
Autonomous Community of the Basque Country. The level of disaggregation recommended for a
territorial analysis is the Province. However, the sample design is the by district,
providing general results corresponding to the 11 employment districts-catchment areas used
in the Labour Market Survey.

Sampling design
In the year 2000 the sample of the EPDS included 3,296 households. The complementary study
related to hidden poverty was based on the application of a complementary questionnaire for
573 persons with potential problems of hidden poverty.
