Objectives

The general objective of the ESI-Administration is to provide political, economic and social agents, universities, private researchers and citizens in general with periodic information on the penetration of the new information and communication technologies (ICT) in the different Public Administrations located in the Basque Country.

It also provides information on the use of the electronic services offered by these Public Administrations by companies in the Basque Country.

This general objective can be defined in three specific objectives:

1. The rate of utilisation of the main Information & Communication Technologies, including the access that staff have to the same, and computer security measures in the establishments.

2. Internet use in the administration: Internet access systems, and the main characteristics of company websites; languages and features offered.

3. The use of e-commerce in economic activity.

4. The use of the electronic services offered by these Public Administrations by companies in the Basque Country.

Coverage

Population:

The units that comprise the Directory of Public Administrations are those legal units that are at least 50% dependent on a Public Institution.

In the Basque Country in particular, the entities included in the statistical sphere are:

• Central Administration
• The Basque Government
• Provincial Councils
• Town halls
• Associations and Consortia
• Groupings of Municipalities and Teams
• Minor local entities
• Autonomous Bodies
• Other public entities (Basque Parliament, Basque Accounts Committee, Basque Data Protection Agency, Economic and Social Council of the Basque Country, Labour Relations Board, Supreme Council of Basque Cooperatives)
• Trading Companies with the majority of their share capital owned by the Public Administration
• University of the Basque Country/ Euskal Herriko Unibersitatea
• Non-profit foundations and organisations servicing households with the majority shareholding owned by the Public Administration.

Sample design

ESI-Administration is a survey consisting of a one-stage stratified sample.

This sample is censual for establishments of 100 employees or more, and sample-based, proportionally distributed according to the size of each strata, for those with under 100 employees until a sample of nearly 900 establishments has been completed.

Stratification is carried out by Province and by employment strata, grouped into 4 modes.
