objectives

one of the initiatives envisaged by the europe 2020 strategy is the so-called “european platform against poverty”, which seeks to guarantee social and territorial cohesion in order to guarantee that the benefits of growth and employment are widespread and that people in poverty and suffering from social exclusion can have a decent lifestyle and play an active role in society.

four indicators are used to establish the impact and evolution of the different poverty situations, where the first is a combination of the following three:

- population at risk of poverty or exclusion

- population living in households with low work intensity

- population at risk of poverty after receiving welfare benefits

- population in a situation of serious material deprivation

concepts and definitions

calculation type:

the indicators are expressed as a population percentage.

population at risk of poverty or exclusion: this indicator combines the number of persons at risk of poverty, in a situation of serious material deprivation or those who live in households with low work intensity.

population living in households with low work intensity: it is defined as the people (0-59 years) living in a household with low work intensity of the household below the threshold set at 20%.

the work intensity of the household refers to the ratio between on the one hand the number of months that all the working age household members have been working during the income reference year and, on the other hand, the total number of months that could have theoretically been worked by the same household members. a working age person is defined as a person aged 18-59 and not being a student aged between 18 and 24. the households composed only of children, of students under 25 years old and/or people aged 60 or over are excluded when calculating the indicator.

population at risk of poverty after receiving welfare benefits: the poverty threshold set for this indicator is 60% of the national median equivalised disposable income.

given that other indicators are also used in the basque country (epds indicators, 40% of the median, etc.), clarification would be needed that the standards established by eurostat are being applied.

population in a situation of serious material deprivation: people are said to be in material deprivation when they do not the resources to cover at least four of the following situations: pay the rent and utility bills, ii) adequately heat their place of residence, iii) pay unexpected expenses, iv) afford to eat meat, fish or equivalent proteins regularly (every second day), v) afford a one-week annual holiday away from home, vi) run a car, vii) purchase a washing machine, viii) purchase a colour television or ix) pay telephone bills.
