Purpose
One of the priorities of the Europe 2020 strategy is sustainable growth, promoting an economy that uses resources more effectively, and is greener and more competitive.
The association between an increase in energy consumption and economic growth needs to be broken, and society should be made aware of the environmental challenges (climate change and air pollution) and socio-economic challenges (energy inefficiency, external dependency, loss of competitiveness).

Concepts and Definitions
Primary energy consumption is the total quantity of energy resources consumed, either directly or for their transformation into another form of energy. Non energy uses are excluded (for example: natural gas that is used for manufacturing chemicals rather than for combustion)..
This quantity is useful for measuring real energy consumption and comparing it to the Europe 2020 objectives. It is expressed in thousands of equivalent tonnes of oil (ktoe).
It is directly obtained from the annual EUSKADI ENERGIA publications of the Basque Energy Board (EVE). These reports are a product of diffusion from the official "Energy data of the Basque Country" statistics.
The indicator is expressed as a numerical index with 2005 as the base year.
