Objectives
The generic objective of the Buildings and Premises Census is to create a list of buildings with their spaces –housing and/or premises– accurately identified, which exist in the Basque Country at a given moment. This general objective can be defined in the following specific objectives:
1. Determining the number and geographical distribution of buildings destined towards housing or an economic activity that is different to agricultural production (farming or stockbreeding) and the totality of the spaces contained within them.
2. Updating and correcting the main postal addresses (main access) of buildings, dwellings and premises, and collecting secondary postal identifications (rear access).
3. Collecting all possible buildings and spaces (dwellings and/or premises) that are new, and unregister those that have disappeared.
4. Collecting the location and use of buildings and spaces (dwellings and/or premises), and establishments found within them, in order to widen the coverage of premises and define uses, as well as including new ones that appear in the field collection.
5. Obtaining the universe of buildings, housing and premises that serve as a base for the next 2011 Population and Housing Census. Once data for all buildings, housing and premises have been collected, those covered in the Population and Housing Census will have the objective of gathering the characteristics of buildings, housing, households and individuals that inhabit them.
Scope
- Populational coverage:
- The Populational Universe of the CEL are buildings and spaces destined for housing (family or collective), and those that have purposes other than housing, with the exception of those destined for agricultural production (farming or stockbreeding).
- Geographic coverage:
- The territorial scope that the CEL refers to is the Autonomous Community of the Basque Country and the totality of the municipalities of each of its provinces: Araba, Bizkaia and Gipuzkoa.
- Date coverage:
- The time reference of the CEL is the year 2010. The collection of information was carried out between the 1st of December 2010 and the second quarter of 2011.
