Objectives

The aim of this operation is to determine the scope of the non-primary dwellings phenomenon in the Basque Country, estimating the number of unoccupied dwellings and offering information on their state and characteristics; that is, a double objective: to quantify and characterise the stock of non-primary dwellings in the Basque Country. Specifically, the operation aims to obtain results on the following information:

1) Estimates of the number of constructed spaces and classification according to: Inhabited or uninhabited dwellings, second homes, empty homes, premises, non-residential housing or others.

2) The state of non-primary dwellings with respect to the market: on offer (for sale or rent) or not on the market.

3) Legal framework for non-primary dwellings: social housing, State-subsidised housing or unsubsidised housing

4) Physical characteristics of the non-primary dwellings: age, useable floor space, number of rooms, installations and energy.

5) The owner of the dwelling (private, developer, financial entity, company, administration, etc.).

Geographic area:

The scope of the operation extends across the Basque Country as a whole, both in rural and urban census sections. Until 2007, this statistical operation was only focused on urban census sections. It seeks to represent, for quantifying purposes, the province, the Operational Areas and a stratification of the size of municipalities distinguishing between the three Basque capitals and municipalities with more than 10,000 inhabitants.

Time scale:

The timeframe of reference of the Survey on the use of dwellings is biennial for both the publication and collection of data.
