Survey on the Information Society in Administration. 2018
In 2018 almost all public administrations in the Basque Country have a website and 63.6% have free software
91.0% of companies in the Basque Country used e-administration services
Almost all public administrations in the Basque Country (98.6%) had a website in 2018, according to data prepared by Eustat. Furthermore, 63.6% of them used some form of free software in their activities. With regard to the business sector, the usage rates of Information & Communication Technology (ICT) are higher in public administrations.
Almost all Public Administration establishments in the Basque Country had basic ICT equipment in 2018. For example, 99.7% of public establishments had computers, email and internet connection. As for mobile phones, despite being the least widespread item of ICT equipment, 86.5% of public establishments had them.
The percentage of public employees that used ICT equipment in 2018 was also at a very high level: 90.5% of public staff used computers, 92.3% had email and 87.7% had internet access. In the business sector, usage rates amongst staff were 72.4%, 67.6% and 66.4% respectively.
These high percentages, in both equipment and use by personnel, occur in public establishments regardless of the employment strata to which they belong. Therefore, the size of Public Administration establishments has practically no influence.
Moreover, 99.7% of these establishments use some form of computer security measure, in particular antivirus software (99.1%), secure servers (96.8%), firewalls (95.4%), subscribe to security services (86.3%) and authentication mechanisms (85.5%).
With regard to the means of internet access in establishments that had an internet connection, all of them (100%) could access internet via fixed connections and 76.2% also had mobile connections. Standing out among fixed connections are optical fibre connections (Cable, FTTH) with 84.8% and ADSL with 65.7%.
Internet presence via a website (98.6%) is well above the business sector (53.1%)
The Public Administration in the Basque Country places great importance on having an Internet presence via a website. This is evidenced by the high percentage, 98.6%, of establishments that had a website, reaching 99.2% in establishments with 10 or more employees, as opposed to the 92.0% achieved by companies of this same size.
These websites provided general information on the institution (in 99.6% of cases), a data privacy statement (73.9%), the services that they offer (59.1%), and job offers (56.1%), among other options.
Regarding languages that they can be accessed in, Basque and Spanish particularly stand out, available in 99.2% and 98.8% of websites, respectively, whereas 33.6% of websites can be accessed in English and 16.4% in other languages.
63.6% of public establishments in the Basque Country have free software
63.6% of public establishments had free software in 2018, such as Internet browsers, office programs, free or open operating systems (Linux...), etc. In those with 10 or more employees this percentage increased to 70.3%.
For its part, the percentage of public establishments that participated in e-commerce stood at 20.3% in December 2017.
Basque companies interact on the internet mostly with the Provincial Councils, followed by the Central Administration and the Basque Government
91.0% of Basque companies carried out electronic procedures with the Public Administration in 2018. These procedures can either by carried out directly, with third parties (consultancies etc.) or with a combination of the two. This means that 46.0% of companies performed some kind of procedure directly, whilst 71.5% did so through third parties.
In companies with 10 or more employees, electronic processing accounted for 96.0% of all procedures. Seeing as these companies had more resources at their disposal due to their greater size, they predominantly carried out procedures directly (84.2%), whereas the percentage of companies that carried out procedures through third parties was lower at 52.9%.
Regarding the Administration with which the Basque companies carry out these electronic procedures, two notable examples are the Provincial Councils (83.5%) and the Central Administration (67.6%). These percentages are largely explained by the competencies of these bodies in relation to the main taxes. Next were the Basque Government (48.7%) followed by local bodies (26.5%) and the European Union and others (8.8%).
Once again these percentages are higher if we only take into account companies of 10 or more employees. Of this size, a notable example was the Provincial Councils, with whom 86.1% of companies of this size interacted electronically. It was followed by the Central Administration (85.3%), the Basque Government (75.4%), local bodies (45.8%) and finally, the European Union and others (22.9%).
Note: The sample design of the Information Society Survey, ESI-Administration, has been revised, collecting a larger and more representative sample from the Public Administration sector. This has allowed its diffusion to be improved, allowing information about its equipment to be shared, as well as interactions of companies with the Public Administration that had been disseminated to date.
