Objectives
Health surveys are an essential element for decision making in health planning. They provide knowledge about the epidemilogical situation, health trends, the living customs and use of health services from the citizen's point of view.
This general objective may be split into two specific objectives:
1. Monitoring trends in perceived health, living customs and the use of health services.
2. Identifying the main risk groups in health, in living customs and in access to health services.

- The Population Universe for this survey is the population residing in families. This excludes persons residing in collective or institutional homes.

Sample design
The sample size is 5,300 households, which means a sample of 12,995 individuals for the family questionnaire and 8,036 for the individual questionnaire.
Sample design: two-stage random sampling
The sample design for the Health Survey 2013 of the Basque Country was carried out in two stages:
1. In the first stage, a stratified random sample of occupied dwellings was carried out in the strata that form the 123 basic health areas, as defined by the Department of Health. The minimum sample size in the basic health areas was 10 houses. The 5,300 houses were allocated in accordance with the following criteria:
- A distribution proportional to the square root of the population aged 15 or over in the health areas of Álava, Bizkaia and Gipuzkoa, which do not completely coincide with the Province's population. The population from the Statistical Population Register (REP) for 2010 was used.
- A distribution proportional to the population aged 15 or over in the basic health areas.
2. In the second stage, two-thirds of the individuals residing in the dwelling (aged over 14) were selected to take the individual questionnaire.
For all of this, the population and housing framework was used, i.e. the Statistical Population Register (REP) and the Housing Directory (DV) for 2010.
